Summary: Cedar is seeking an Interim Procurement Governance Manager for a Local Authority in the Midlands, with a contract running until March 31, 2026, and a high potential for extension. The role requires a hybrid working arrangement, with on-site presence required two days a week. The position operates inside IR35 and offers a day rate of up to £500. The successful candidate will ensure compliance with statutory obligations and enhance decision-making processes within the council.

Key Responsibilities

Ensure the council meets its constitutional and statutory obligations.

Support decision making and the council's democratic procedures.

Maintain transparency and assurance oversight.

Lead the creation of standard requirements and considerations for informed decision making.

Create toolkits, templates, and schedules that align with governance structures.

Deliver training to build capability and confidence across the organization.

Ensure staff understand their responsibilities and standards for decision making.

Take ownership of recording, tracking, and responding to FOIs, Councillor Questions, and CPS questions/actions from Committee meetings.

Key Skills

Experience working in a similar role in Local Government in the UK.

Strong background and understanding of Procurement systems, procedures, and reporting requirements.

Strong stakeholder management and communication skills.

Understanding of PCR2015 and PA23 is required.

Salary (Rate): £500 daily

Cedar are supporting a Local Authority, based in the Midlands, who are looking to hire an Interim Procurement Governance Manager on a contract that will run until 31st March 2026 (high potential to extend). This role will operate INSIDE IR35, offering a Day Rate up to £500. This role will operate on a Hybrid Working arrangement with the requirement to be on-site 2 days per week. The client is looking for someone to start ASAP however given the time of year it’s likely that the role will commence early January 2026.

The successful candidate will be responsible for ensuring the council meets its constitutional and statutory obligations, supporting decision making and the councils democratic procedures, maintaining transparency, assurance oversight. The role will lead the creation of clear standard requirements and considerations for informed decision making – create toolkits, templates, and schedules that align with wider Council and Committee governance structures. Through delivering training, build capability and confidence across the organisation, ensuring staff understand their responsibilities and the standards expected to support decision making. The role will take ownership of ensuring FOI’s, monthly Councillor Questions and CPS questions / actions from Committee meetings are recorded, tracked and responded to meet required deadlines and to professional standards.
