Join us to build a modern, high-performing procurement function that delivers real value for policing and our communities. As Head of Procurement , you’ll set the strategy, lead transformation and embed best practice across Wiltshire Police and the OPCC - owning policies, standards and tools that make procurement simpler, faster and fully compliant with the Procurement Act 2023 and PCR 2015. You’ll be the senior point of expertise for category strategy, sourcing and governance, partnering with chiefs, senior officers and budget holders to convert spend into measurable impact.
You’ll set the vision, modernise processes and inspire behavioural change to help build a confident, data-driven commercial function that partners brilliantly with operational leaders. From reshaping sourcing strategy to elevating supplier performance and governance, you’ll turn spend into measurable impact.
The successful candidate will deliver our Commercial Improvement Plan, introduce pipeline and demand planning, stand up clear KPIs and dashboards, and align local needs with regional collaboration (SWPPS). A natural coach and change leader, you’ll design the operating model, recruit capability, raise commercial confidence across the organisation and champion early engagement and fair, transparent decision-making. You’ll also complete the rollout of a new Contract Management Framework to help strengthen supplier performance and risk oversight, and lead opportunity reviews on major contracts to drive savings and social value.
We’re looking for a fully CIPS-qualified senior public-sector professional with a track record leading above-threshold, complex procurements and guiding teams through change. You’ll be strong in policy and governance, comfortable advising at executive level and experienced in building processes, templates and assurance that stand up to scrutiny. Experience in policing, local or central government, shared service models and supplier relationship management is welcomed.
