Key Responsibilities
Act as procurement expert across the Estates and Capital portfolio, providing guidance on procurement legislation and the regulations and policies relating to procurement and contract management.
Develop and communicate the category strategy that reflects the priorities of the organisation and complies with legislation and governance and delivers value for money
Coordinating with internal stakeholders to shape strategic procurement direction, using expert insight into supplier markets, cost drivers, and legislative frameworks to identify strategic procurement opportunities and mitigate risk.
Use expert knowledge of suppliers, markets, and cost drivers to target key procurement opportunities and mitigate risks
Design complex tendering activity for strategic procurement projects, including gathering information and/or developing specifications with stakeholders, preparing documentation, supplier evaluation, and final tender analysis through to contract closure, all in accordance with the financial regulation, policies, and applicable procurement legislation.
Lead the Category Team to deliver compliant, commercially advantageous procurement activity. Ensuring activity aligns with category strategies and is delivered effectively, on time and within budget, providing day-to-day direction, oversight and performance management.
Build and maintain strong working relationships with senior stakeholders and stakeholder groups at all levels to support planning and decision-making.
Experienced Required
MCIPS (Chartered Institute of Purchasing and Supply); OR working towards; OR equivalent professional experience
Extensive, proven experience of managing a team to deliver a full, end-to-end tendering process—above and below the public procurement legislative threshold within a public sector environment
Experience in leading a category management approach to procurement activity within Estates and Capital
Understanding and extensive experience of constructing commercial contracts
Track record of delivering savings
Experience of managing multiple projects with competing deadlines effectively
