Job Summary

The Procurement Manager will support delivery of the Trust’s procurement strategy, ensuring that all procurement activities are conducted efficiently, transparently, and in accordance with relevant regulations and best practices. This role is vital in supporting the Trust’s objectives by ensuring value for money, effective supplier management, and strategic sourcing, and providing a high-quality, user-friendly procurement support service to academy-based and central services colleagues.

This role is Fixed Term for 6 months.

Responsibilities

PROCUREMENT MANAGEMENT

Manage end-to-end procurement processes, from needs assessment to supplier selection and contract negotiation, including market research, drafting of tender documentation, tender evaluation, management of clarifications, moderation of scoring and contract award, at all times ensuring that the process complies with procurement law, and that the ultimate contract represents and can demonstrate value for money.

Lead personally on high-value and/or complex procurements.

Draft and negotiate new contracts and contract variations.

Ensure appropriate records are kept to evidence procurement processes and support strong supplier and contract management, including provision of contract admin support as required.

Manage several procurement categories; undertaking category analysis (spend, supplier, supply and organisation analysis) and developing and implementing category strategies and plans, underpinned by market research and evaluation of routes to procure.

Ensure compliance with relevant legislation and internal policies, including UK public procurement regulations.

Monitor and evaluate supplier performance and support management of supplier relationships as required.

Support the delivery of an upgrade to the Trust’s use of software for procurement processes.

Advise and support colleagues on procurement-related policies and matters such as the Trust’s Conflicts of Interests policy, Modern Slavery considerations, sustainability agenda, etc.

STAKEHOLDER ENGAGEMENT

Work closely with academies’ leadership, finance, and central services teams to build relationships, understand procurement needs and deliver appropriate solutions.

Develop and facilitate training and support for staff involved in procurement processes.

REPORTING AND ANALYSIS

Support reporting of procurement metrics and qualitative reports to track performance and outcomes.

Requirements

CIPS Level 4 Diploma in Procurement and Supply. (Essential)
CIPS Level 5 Advanced Diploma in Procurement and Supply or CIPS Level 6 Professional Diploma in Procurement and Supply. (Desirable)
Proven experience in a public sector procurement role. (Essential)
Experience of procurement in the education sector. (Desirable)
Strong understanding of procurement regulations and best practices. (Essential)
Procurement category experience, knowledge and understanding to include facilities, works, IT services and supplies, software, marketing and professional services. (Desirable)
Excellent negotiation, analytical, and strategic thinking skills. (Essential)
Excellent communication and interpersonal abilities. (Essential)
Ability to manage multiple priorities and work under pressure. (Essential)
Proficient in procurement software and Microsoft Office Suite. (Essential)
