Brief Description
Who are we looking for? We are looking for a Procurement Policy & Process Manager who can lead the development, implementation, and continuous improvement of procurement policies and processes across Network Rail. The ideal candidate will have a strong background in public sector procurement, excellent knowledge of UK procurement regulations, and experience in driving compliance and best practice. They should be a confident communicator, able to work collaboratively with stakeholders at all levels, and capable of translating complex policy requirements into clear, practical guidance for teams across the business.

You’ll be joining a supportive and collaborative Commercial & Procurement team that plays a key role in keeping Britain’s railways running efficiently and safely. We work closely with a wide range of stakeholders across the business to deliver value for money, ensure compliance, and support strategic objectives. It’s a fast-paced and dynamic environment where your ideas are valued, and professional development is encouraged.
What does the average day look like? A typical day as a Procurement Policy & Process Manager at Network Rail is varied, collaborative, and impactful. You’ll take the lead in shaping and embedding procurement best practice across the organisation - from developing and refining key frameworks and policies, to delivering engaging training and guidance that supports colleagues in making compliant, value-driven decisions. You’ll work closely with Finance, Legal, and Procurement teams to ensure alignment with national regulations, and drive continuous improvement across tools, templates, and processes. Your role will also see you connecting regularly with internal stakeholders and external market experts to stay ahead of emerging trends, influence policy updates, and ensure Network Rail’s procurement activities remain efficient, transparent, and best in class.
Essential Criteria
- Educated to a business or economics degree standard or equivalent work experience
- Significant experience in managing and implementing Procurement Operations and Governance Frameworks
- Demonstrable experience in developing and implementing company-wide compliance tracking mechanisms
- Demonstrable experience in developing savings and benefits qualification policies
- Demonstrable experience in procurement regulatory and legislative matters
- Solution driven, innovator, cost and value led
- Demonstrable experience with cross-functional collaborative working methods
- Demonstrable level of problem-solving experience and in large, complex organisations
- Politically savvy, with the ability to use direct and indirect influencing strategies
- Competent technical skillset, particularly in Microsoft Office suite
- Self-starter and highly motivated, with an excellent organisational skill-set
