Role responsibilities

  • Provide strategic leadership by leading the development and implementation of supply chain and procurement strategies that support TfW's infrastructure agreement, ensuring alignment with infrastructure, construction, maintenance, and specialist service requirements.
  • Design and deliver bespoke procurement frameworks by working across across multiple categories including renewals, reactive maintenance, design, labour, materials, plant, and strategic spares to ensure that frameworks are compliant with public procurement regulations and TfW governance.
  • Be accountable for market engagement and supplier development by conducting structured market engagement activities and identify opportunities for SME inclusion, innovation, and value creation, to build resilient, diverse, and socially responsible supply chains.
  • Be accountable for contracting and commercial delivery by leading the drafting, negotiation, and execution of complex contracts in collaboration with legal, technical, commercial and operational teams to ensure that contracts deliver value for money, mitigate risk, and embed performance management regimes.
  • Lead on transition and novation by supporting the transition from legacy arrangements including contract novation to ensure continuity of service and alignment with TfW's commercial and operational objectives.
  • Lead on performance and risk management by reviewing supplier performance metrics to ensure that KPIs, SLAs, and social value commitments are embedded into requirements and ongoing supplier risk management.
  • Provide expert commercial advice to project teams and senior stakeholders by collaborating across departments to ensure joined up approach to strategy development and delivery.
  • Be responsible for compliance and governance by maintaining audit-ready documentation and support internal and external reporting requirements to ensure all supply chain and procurement activities comply with relevant legislation including the Procurement Act, TfW policies, and ethical standards.


Who we're looking for

  • A relevant professional qualification such as relevant degree, MCIPS or equivalent in Procurement or Commercial Management or proven relevant experience.
  • Demonstrable experience of managing and undertaking public sector procurement activities, including activities under the new Procurement Act 2023 or previous experience under Public and Utilities Contracts Regulations (PCR & UCR).
  • Experience in delivering procurement events for a range of requirements and having procurement process responsibility in a fast-moving environment with challenging stakeholder expectations.
  • Demonstrable experience working in a commercial/relationship management role.
  • Experience in the Infrastructure, Transport or Construction sector
  • Proven track record of successful delivery of projects in a complex environment.

Welsh Language Skills

The ability to speak/write Welsh would make a great addition to your application, but it is not essential for this role.

Cyfrifoldebau'r swydd

Bydd yr Uwch Reolwr Caffael yn gyfrifol am gyflawni gofynion caffael cymhleth a gwella polisïau a phrosesau caffael yn barhaus, gan weithio ar draws Trafnidiaeth Cymru (TrC) i sicrhau cydymffurfiad â deddfwriaeth berthnasol a datblygu'r tîm fel y bo'n briodol.

  • Ysgwyddo perchnogaeth dros biblinellau caffael ar draws TrC a'u cynnal a'u cadw drwy weithio mewn partneriaeth â phob Cyfarwyddiaeth wrth ddatblygu, rhaglennu a goruchwylio gweithgareddau er mwyn llywio a datblygu gweithgarwch caffael y sefydliad. Rheoli, hyfforddi a mentora tîm o staff caffael sy'n ymgymryd ag ystod eang o brosiectau a thasgau wrth ddarparu gwasanaeth caffael mewn ffordd gyfrifol a chost-effeithiol, gan gyfrannu at feithrin y tîm a chynghori ar yr arferion gorau er mwyn cyflawni'r canlyniadau a ddymunir ar gyfer y prosiect.
